The protected park lies within a Navajo reservation near a small town of Goulding, which once served as a trading post. Beautiful place. The entrance fee per car is $20. Because this is a Navajo tribal park, your national park passes will not work. The park visitor center has a small museum, and there is a 17 mile loop road to drive through the park. The road is not paved and is very rough in places. We were driving a van with about 7-8 inches of ground clearance and we still hit bottom in a few places. I definitely wouldn't recommend you try it in a vehicle with low ground clearance. You can arrange a tour if you don't want to drive your own car. The scenery is breathtaking and well worth the effort to drive through the park.
Give yourself half a day at least to take your time and really take it all in. Each butte is unique and it takes some time to really wrap your head around the scale and beauty of the place! Bring your camera, binoculars, sketchbook, hat with chin strap (it can be windy)! Even on a cloudy/rainy day the buttes are beautiful and make for really interesting photos. If/when I go back I’d get one of the tours with a local guide to see the other parts not available to self guided tours. Great gift shop too.
